Dorothy Dearborn

Ms. Dorothy Dearborn, has over 16 years of hands-on procurement and contract management experience spanning the full acquisition lifecycle across federal, defense, and commercial sectors. She has extensive experience in pre-award and post-award contract execution, complex data rights, and strategic negotiations. Currently, Ms. Dearborn is a Contract Manager at Nightwing Intelligence Solutions, LLC, where she leads the contractual strategy, execution, and risk mitigation for a diverse, 50+ contract portfolio supporting high-visibility cyber programs.

Prior to transitioning to the private sector, Ms. Dearborn built a distinguished career in federal civil service, holding pivotal leadership and supervisory roles across major agencies. Most recently, she served as a Supervisory Acquisition Program Manager and Branch Chief at the Administration for Children and Families (ACF), where she led procurement teams and managed a major 3B+ Cost Plus Fixed Fee (CPFF) contract portfolio under FAR 15 source selection procedures. Prior to ACF, she served as a Branch Chief for the Defense Counterintelligence and Security Agency (DCSA), Program Executive Office (PEO), overseeing strategic acquisition policies and contract administration for an 83-requirement portfolio.

Additionally, Ms. Dearborn served as a federal civilian leader with the U.S. Army Contracting Command (ACC), Theater Contracting Center (TCC) in Kaiserslautern, Germany, as the Mission Support Division (MSD) Chief. In this role, she was responsible for leading procurement strategy, risk management, and the oversight of a 1.2B portfolio consisting of 500+ contracts. Her exceptional civilian service during this tenure earned her the Army Meritorious Civilian Service Medal for outstanding dedication to the theater mission, as well as the Civilian Award for Humanitarian Service for her direct procurement support of Operation Allies Refuge and Operation Allies Welcome at Rhine Ordnance Barracks and Camp Bondsteel. Earlier in her career, she served as a warranted Contracting Officer for National Aeronautics and Space Administration (NASA) at Kennedy Space Center (KSC), Florida; ACC- Research Triangle Park (RTP), Orlando, FL; and ACC, Aberdeen Proving Ground (APG), Maryland.

Throughout her career, Ms. Dearborn has been dedicated to workforce development, having recruited, hired, and mentored dozens of procurement professionals across multiple agencies. She holds a bachelor's degree, graduating summa cum laude, from Stevenson University. She is an expert in FAR/DFARS compliance and is proud to serve as the Vice President of the local NCMA chapter to foster professional development and collaboration within the acquisition community.
