Todd Tolson

Todd Tolson is a senior acquisition, contracting, and program management professional with more than 30 years of military, government, and industry experience supporting major Department of Defense and federal programs. He currently serves as a Senior Portfolio Manager with Tharros Defense, overseeing a portfolio of professional and technical services contracts supporting the Department of War and other federal agencies.

Throughout his career, Todd has worked across the full acquisition and program management lifecycle, from requirements development, acquisition strategy, and source selection through contract administration, program execution, financial management, and performance assessment. He has served as a Senior Acquisition Advisor, providing direct support to direct support to several Head of Contracting Activities (HCAs) including USCYBERCOM, NSA, DISA, and the Missile Defense Agency. As a corporate Vice President and Director, he managed major defense and federal customer portfolios with more than $50 million in annual revenue and was responsible for the professional development and performance of more than 120 employees.

Todd began his career as a U.S. Army Armor officer and M1 Abrams tank company commander before transitioning to the Army Acquisition Corps. His acquisition assignments included serving as an Administrative Contracting Officer, Contingency Contracting Officer, Assistant Project Manager, and Director of Program Integration for the Missile Defense Agency. His career has provided him with the opportunity to view acquisition from multiple perspectives, including those of a government contracting officer, program manager, acquisition advisor, and industry executive.

He earned a Bachelor of Science in Management from the United States Military Academy at West Point, an MBA in Finance from the University of Texas at Arlington, and a Master of Arts in Computer Resources and Information Management from Webster University.

Todd is a Certified Professional Contract Manager (CPCM), Project Management Professional (PMP), and Certified Defense Financial Manager–Acquisition (CDFM-A). He also holds Defense Acquisition Workforce Improvement Act (DAWIA) Level III certifications in Contracting, Program Management, and Life-Cycle Logistics, along with additional certifications in Agile and organizational process improvement.
