Procurement Manager

As the Procurement Manager, you will direct and oversee IAP purchasing and subcontracting functions; develop and maintain existing and future talent in department, ensure compliance to company policies and procedures and FAR procurement requirements, create, streamline and update procurement and subcontracting work instructions, interact cross functionally with entire supply chain team as well as other functional organizations within the organization. Additionally, you will supervise a small support staff for assigned line of business

ESSENTIAL JOB FUNCTIONS:

  • Plans, organizes, directs and controls activities related to the procurement function to include subcontracts for on-site and forward deployed personnel.
  • Prepares and communicates training regarding purchasing systems and work instructions.
  • Develop and maintain robust process for evaluating supplier and subcontractor quotations and performance to ensure quality, price, delivery and service.
  • Design, implement, manage, and monitor procurement reporting systems to meet company requirements.
  • Document and ensure system signature authority levels for all procurement personnel.
  • Provide new hire training to include forward deployed buyers and subcontracts managers
  • Prepares and review subcontracts, bids, proposals and supplier agreements for legal terms, price and acceptability of offer to specifications.
  • Ensure robust talent pipeline for procurement and subcontracts, create and execute development plans
  • Represents IAP as its senior procurement representative in negotiations and other day to day interactions as required with key suppliers and subcontractors.
  • Develops, implements and maintains policies, and work instructions to ensure the compliance with local, state, international and FAR requirements.
  • Responsible for ensuring continuous, pertinent training to support growth and compliance of the team
  • Primary contact with internal audit and DCAA on procurement and subcontracting audit activities.
  • Develop and deploy peer review process to ensure compliance in preparation for CPSR
  • Maintains consistent, direct communications across the supply chain organization and functional teams.
  • Collaborates with cross functional teams and functions to ensure continuous flow of information.
  • Develops and deploys cost savings initiatives and strategies
  • Directly negotiates and manages high-risk, high-value subcontracts and purchases.
  • Maintains short-notice procurement readiness to respond to domestic and international project teams
  • Assure the proper organization and key skills are staffed to maintain, as may be necessary, US Government contractual requirements.
  • Assist with updates to Procurement Policies and Procedures and Work Instructions
  • Source, select, evaluate, and negotiate with vendors and subcontractors, developing partnerships for long-term supply and service reliability.
  • Actively participates in IAP proposals, including BAFO’s, pricing reviews and negotiates contract language/terms as necessary
  • Conducts and promotes both internal and external professional training
  • Plans, organizes, evaluates/interacts with subcontractors
  • Analyze process and supplier performance to ensure that product and service availability/reliability and cost meet or exceed customer expectations.

EDUCATION & EXPERIENCE:

  • Bachelor’s Degree
  • 10+ years of Procurement and Subcontracts in the Federal contracting environment.
  • Demonstrated government, military, CAS/FAR procurement related experience.
  • Experience in DCMA CPSR Government approved system environment.
  • International procurement support including vendor sourcing and contingency procurement experience preferred.

LICENSE & CERTIFICATIONS:

  • CFCM, CPCM (NCMA), C.P.M or CPSM (ISM) preferred

TRAVEL: Up to 10%

SECURITY CLEARANCE: Possession of an existing Secret/Top Secret DoD or the ability to obtain such clearance within one year
