Duc H. Nguyen has joined Affiliated Monitors, Inc. (AMI) as Managing Director, Suspension, Debarment, and Corporate Responsibility, bringing his experience as the former Senior Debarring Official (SDO) at the U.S. Environmental Protection Agency and former Vice Chair of the Interagency Suspension and Debarment Committee. Prior to EPA, Duc was a Senior Attorney & Fraud Remedies Coordinator for the National Aeronautics and Space Administration, and the Procurement Fraud and Irregularities Coordinator at Headquarters, U.S. Army Material Command (HQAMC).
As SDO, Duc took discretionary suspension and debarment actions to protect the integrity of federal programs. He was responsible for issuing all suspension and debarment notices and decisions, and for taking final agency actions on behalf of EPA under its discretionary and statutory
debarment authorities. As fraud remedies coordinator for HQAMC and NASA, Duc worked closely with the Department of Justice, senior agency leadership, program officials, and senior procurement officials to ensure effective coordination and proactive integration of all remedies available to the Government to protect federal programs.
Over nearly 35 years in public service, Duc issued more than 1,000 suspension and debarment actions and executed over 50 administrative agreements with companies, public entities, and individuals. He also performed in the critical role as the lead agency remedies coordinator during major investigations of large government contractors with high media and Congressional interest. He has received numerous agency and department-level awards for resolving high-visibility suspension and debarment actions on behalf of the Federal Government involving multinational and publicly listed companies. Duc has a deep commitment to promoting corporate responsibility, informed by an appreciation of the critical role industry and the private sector play in ensuring the national defense.
Duc is a frequent speaker on debarment and other administrative remedies for combatting procurement and grant fraud. He is active in the American Bar Association as Vice Chair and former Co-Chair of the Debarment and Suspension Committee. Duc co-authored the ABA’s Practitioner’s Guide to Suspension and Debarment and authored the “SDO Determination of Present Responsibility” subchapter of the Practitioner’s Guide. During two decades of active duty service in the U.S. Army, Duc deployed to combat zones in different roles as a military logistician and Judge Advocate. He is also a tireless advocate for diversity, equity, inclusion, and accessibility and has years of experience leading and coordinating agency-wide programs to promote DEI-A. Duc received his Bachelor of Arts from Cornell University, his Juris Doctor from the University of Washington School of Law, and his Master of Laws from the U.S. Army Judge Advocate General’s Legal Center and School.
